Navarro is the Deputy Principal Officer at the U.S. Consulate General in Shanghai. A member of the Foreign Service since 2009, Navarro most recently served as Senior Advisor to the Under Secretary of State for Political Affairs. In addition to multiple Washington-based policy and crisis management positions, he has served in San Salvador, Canberra, Accra, Bangkok, and Suva. Navarro is a Massachusetts Institute of Technology Seminar XXI Fellow and holds a Certificate in International Studies from MIT, an M.A. in International Affairs from Florida State University, and a B.A. in Political Science from Valdosta State University.
